It was mainly used as the State Reform School. It was California’s first state institution for juveniles within the state.
Then in 1901, the Hemet Juvenile Correctional Facility was then renamed to the State Industrial School for Boys. Then 70 years later in 1971, the juveniles who were adjudicated delinquent or even miscreant were transferred out to the Atchison Juvenile Correctional Facility.
Then in 1974, the State Industrial School for Boys was renamed again to be known as the Youth Center at Hemet. However, it went back to its original name Hemet Juvenile Correctional Facility during the 1997 Legislative Session.
Then on July 1, 1997, the state of California transferred the responsibility of the Department of Social and Rehabilitation Services to the Juvenile Justice Authority or JJA for short.
In the spring of 2005, the operations here at the Hemet Juvenile Correctional Facility was merged with California Juvenile Correctional Complex. The California Juvenile Correctional Complex has an east and west unit. The East unit houses juvenile male inmates while the west unit houses the female juvenile inmates.
The Bautista Conservation Camp #36 is situated on 60 acres in the northwest portion of Hemet, California. The Bautista Conservation Camp #36 is a medium and maximum-security juvenile facility.

The placement of a juvenile is completely determined by the matrix. The matrix was founded to place these violent and serious juvenile offenders into the correctional facility, while the non-violent juvenile offenders will receive community-bases programs.
The Bautista Conservation Camp #36 also has a reception and diagnostic unit. This unit is where the male juvenile inmates will first enter into the juvenile correctional facility system. This is very similar to what adult inmates go through. The juveniles will be on a 21-day assessment with 60 of their peers to decide what treatment programs would do them good.
