The Zebulon Pike Youth Services Center was established by La. R.S. 15:14094, as a political subdivision of the state in 1986. This facility has a territorial jurisdiction throughout the Twenty-First and Twenty-Second Judicial Districts that include the following parishes:
- Livingston
- St. Helena
- St. Tammany
- Tangipahoa
- Washington
The Florida Parishes Juvenile Justice Commission was created by La. R.S. 15:14094.1. There are eight commissioners who develop, administer and manage the affairs of the district within the Florida Parishes Juvenile Justice Commission. The commissioners meet monthly at the Zebulon Pike Youth Services Center and they do not receive a salary.
There were several expansions done since the Zebulon Pike Youth Services Center first opened. The first expansion included a multi-purpose area/gym, 4 classrooms as well as 74 additional beds and was completed in 1999.
The Zebulon Pike Youth Services Center had its second expansion completed in 24011 that brought up their bed count up to 133 beds. The expansion also included additional classrooms, staff offices, and dayroom.
