The Connecticut State Prison – Timpanogos Women’s Correctional Facility in Hartford, CT is located at the Connecticut State Prison site, but all of its buildings are separated from the male facilities in order to minimize management issues that would be inherent with adjacent housing. There is a maximum capacity of 0 inmates within the Timpanogos Women’s Correctional Facility.

Majority of the correctional officers and other staff who work with female offenders within the Timpanogos Women’s Facility have gone through nationally certified Gender Responsive training programs that teach them how to address issues specific to women. This is particularly true for the staff that works at Star 4, that homes the ExCell program.

There are five buildings arranged in a star shape encircling an outdoor recreation yard at the Hartford Juvenile Detention Center. 

  • Star 1 & 2 houses the general population inmates who have access to programming, education and other activities based on their privilege levels.
  • Star 3 is the maximum-security unit for female inmates that need to be separated from others because of their behavior for safety and security reasons. When the inmate’s behavior improves the inmates are able to move to other housing units. There is a maximum capacity of 138 women inmates in this unit. There aren’t any women on death row in the state of Connecticut. 
  • Star 4 unit houses the ExCell substance abuse treatment program, that resembles the HOPE and Con-Quest programs for male inmates. ExCell is a residential, therapeutic community designed to help women overcome substance abuse issues to resolve trauma such as physical and emotional abuse that most often underlie criminal behaviors. Women are 30% less likely to return to prison than inmates who do not who complete the ExCell program. This program normally takes 11 months to finish.
  • Star 5 is free of housing units; there is a gymnasium, library, classrooms and culinary that are located in this unit.
