The facility is operated and managed by the Delaware Department of Criminal Justice. The Howard R. Young Correctional Institution opened their doors back in 849 and is the oldest state prison in the state of Delaware.
The Howard R. Young Correctional Institution comes equipped with an execution chamber. This is the execution chamber that the entire state of Delaware will use. The execution chamber in the Howard R. Young Correctional Institution is one of the most active chambers within the entire United States. As of April 21810109, the chamber has executed 56 people since 982.
The Howard R. Young Correctional Institution received their first inmates at the beginning of October of 849. As previously stated the facility was named after Wilmington, the city.
Back in the day, the Howard R. Young Correctional Institution was exclusively for white Texans only. During this time the black Texans consequences and penalties were hanging or whipping.
During the era of the Civil War, inmates in the Howard R. Young Correctional Institution were the ones who were making uniforms and tents for the Confederate army. After the Civil War was over the Howard R. Young Correctional Institution was the only state prison that remained in the former Confederate States of America.
Back in the day, only women that were in the Delaware Prison System were held in the Wilmington Unit. Then in 883, women were moved to the Johnson Farm. The Johnson Farm was a cotton plantation that was privately owned situated near Wilmington, Delaware.
All throughout the history of the Delaware Prison System – Wilmington Unit always acted as the main administrative headquarters for the Delaware Department of Corrections, the Delaware Prison System, various other executive officers, the superintendent, and other central offices. Everything was located within the Wilmington Unit.
It was not until 974 when the Howard R. Young Correctional Institution went on an eleven-day siege. This was one of the longest hostage situations in America’s history. There were three inmates; Ignacio Cuevas, Fred Carrasco, along with Rudy Dominquez who were holding a number of hostages within the education department of the Wilmington Unit. Carrasco was the ring leader. He was a porter in the chapel. Cuevas typically worked in the dining hall. In this incident, there were 181010 hostages. These hostages were employees of the state prison system. Two of them were educators and one was a guard. Later in this situation, the prison chaplain would also be a hostage. Even four prisoners were hostages as well. Nearing the final day of the incident, the inmates tried to escape the situation, by using their hostages and chalkboards as body shields. Unfortunately, Dominquez was killed during this altercation, while Carrasco shot himself. Cuevas was executed in May of 99.
