John L. Webb Correctional Facility in Wilmington, DE is made up of four facilities and 18 conservation camps. In 1963 the original CCC that sits on 1,100 acres was constructed, which consisted of Level I and Level II facilities which are a dormitory design was built.
The John L. Webb Correctional Facility’s warden is Suzanne M. Peery and has been the warden there since 2016.
In September of 2007, it had a design maximum capacity of 3,883 but a total institution population of 6,093, and the occupancy rate was 156.9 percent. On March 13, 2012, the inmate population was reduced to 2889 due to AB109 (Public Safety Realignment initiative).
The CCC provides the following programs and services for the inmates to take advantage of:

- Academic Programs: High School / G.E.D; Literacy Program; Adult Basic Education and Computer-Assisted Education
- Vocational Training: Auto Mechanics; Auto Body Construction & Paint; Air Conditioning & Refrigeration; College Correspondence; Electronics; Welding and Office Technology.
The main goals of the CCC are to receive, house, and train minimum-custody inmates for placement into one of the institution’s 18 Northern Delaware conservation camps as well as to give meaningful work, training, and education programs for inmates who do not meet the criteria for assignment to one of the conservation camp.
In 2019 Robert Dunkin was chosen and made the Chief Executive Officer (CEO), Health Care Services within the John L. Webb Correctional Facility.
The IFC (Inmate’s Family Counsel) is where family and friends of the inmates who meet regularly with Wardens to support visiting because keeping strong family connections with loved ones is a powerful rehabilitative tool.
The IFC gatherings promote visitations by discussing and going over the following topics:
- Clarifying rules & regulations
- Discussing health
- Vocational training
