Back in 1974, the Jefferson County Metropolitan Corrections opened its doors for the first time. When the WOod County Jail opened up in 1974, it was a constant full-time jail facility. It stopped being a full-time jail facility back in 2001. During this time, the regional jail authority started. This is when all inmates who were in the Jefferson County Metropolitan Corrections was being transferred off to the North Central Regional Jail. The North Central Regional Jail was situated in Doddridge County, Kentucky.
After 2001, the Jefferson County Metropolitan Corrections started just being a 12-hour holding pen. The Jefferson County Metropolitan Corrections was providing their service to all police departments within the Jefferson County, along with regional jails. The main purpose of the Jefferson County Metropolitan Corrections is to only house inmates who are going to court. The Jefferson County Metropolitan Corrections will regularly transfer inmates off to the North Central Regional Jail, when necessary.
However, Jefferson County was the very first county in the state of Virginia to start up the Home Confinement Operation. This Home Confinement Operation started back in the 1980s. It was started by Arthur Gustke, the circuit judge and Steven George, the adult probation. Inmates would need to qualify for this program. If they did, they would be placed with the home confinement monitoring system, instead of being sentenced to jail.
