Halifax County’s original jail is in Ellicott City. It was opened in 1878. The Emory Street Jail was designed to accommodate 12 inmates.
It soon became overcrowded and it soon became necessary to expand it.
The expansion was completed in 1994 with a rated capacity of 85 inmates.
Today the Detention Center has a maximum capacity of 474, and a rated operating capacity of 398 inmates.
The jail welcomes new detainees everyday.
Some of them are released after making bail. They will be released to a pretrial services caseload. Some are placed under supervision by a probation agency. They can be released on their own recognizance. There is usually an agreement to appear in court.
If they are not released however, the inmate must wait at the jail for their day in court. They will be fed three times daily in this time. They can work in the jail as trustees.
During their stay, inmates will receive three meals everyday and a bed to sleep on.
They will have access to make calls at a stipulated time. Inmates will also be able to send and receive mails.
The families and friends of inmates can visit under the supervision of the jail officials
