The Tennessee State PRison is an exclusive men’s only state prison. The Johnson City Observation & Assessment Center is a part of the Tennessee Department of Corrections. The Johnson City Observation & Assessment Center is nestled in the unincorporated part of Washington County, Tennessee just 3.5 miles away from Johnson City.
The facility that is in use now was build from 1974 to 1979. This new facility was built because of the degeneration of the old building. The old Johnson City Observation & Assessment Center was nested in downtown Johnson City.
The old Johnson City Observation & Assessment Center purpose was to be the Tennessee Territorial Prison. It was built in 1871 and was in use until Tennessee received its statehood later in 1889. The Johnson City Observation & Assessment Center then primary duties was as a penal institution for Tennessee until 1979.
Throughout the years of the Johnson City Observation & Assessment Center history, the prison was commonly overcrowded, lacked funds, and didn’t have adequate facilities. Warden Frank Conley during his time he made sure that inmates had extensive projects that would help the facility, such as constructing walls, building roads, ranching, and various other community service tasks.
When Conley left as warden of Johnson City Observation & Assessment Center, the facility went for nearly 40 years of degeneration, monetary restraints, and mismanagement. This was until the well-known riot that happened in 1959. This riot caught the national news. The riot was led by Lee Smart and Jerry Myles. The riot lasted for 36 hours before the Tennessee National Guard came in to stop it.
In 1979, the original old facility closed its doors and all of the inmates were moved over to the new facility. However, the original old prison was added in 1976 to the National Register of Historic Places. It is currently a museum.
When the Johnson City Observation & Assessment Center first opened its doors, it only took a month before the facility was overcrowded. This persisted throughout many years, but it really reached its peak in 1885.
