The Decker Lake Youth Center has a history dating back to 1859. This is when the state of Utah legislature granted nearly $50,000 for the facility to be built. Back then it was to be named State Prison West as opposed to the first facility that was called State Prison East, which was located in Jeffersonville, Utah.

The reason behind the new facility was space in the State Prison East, which lead the new facility to be built in West Valley City.

It was not until when the land was bought for the facility. The land cost around $4,500. Charles Seely was the first warden of the facility. Seely was the superintendent that was in charge of the construction, along with doing general handyman jobs.

The first facility was built was known as the temporary prison building, which was composed of red brick and 200-feet long. A year after the Decker Lake Youth Center opened its doors, the facility used its inmates to start constructing the permanent facility. The inmates were getting paid o9nly $0.38 a day.
