The Monroe Correctional Complex consists of 5 living units.
Minimum Security Unit has three 120 bed living units as well as one 90 bed unit housing a Mental Health program called the Crossroads Program. This program is the one and only in Washington State DOC that mentally ill incarcerated individuals are able to transition through lower levels of custody. There is a maximum capacity of 468 within the Minimum Security Unit. Inmates that are incarcerated short-term (less than 4 years to serve) with minimum custody are accepted in this unit.
Washington State Reformatory Unit has two large cellblocks that are the prominent focal point of this historic building where the inmates are housed. There are 316 cells in every cell block. There are about 360 incarcerated individuals within this unit. There is also an inpatient hospital that other correctional facilities within the state are allowed to use. Five Extended Family Visit mobile homes within this unit allowing inmates to visit with their immediate relatives, spouses, and children in a family-style setting. The entire MCC complex has access to these units.
Special Offender Unit is where the Seriously Mentally Ill (SMI) offenders are housed and treated that need a residential level of care. There is a capacity of 400 inmates with the addition of the Medium/Minimum custody housing of E and F Unit. There are six living/treatment units that provide specific treatment functions and unique programs.
Intensive Management Unit The Intensive Management Unit houses behaviorally difficult-to-manage inmates that are often violent. This security level five unit is the newest addition to the Monroe Correctional Complex and has the capacity to house 200 IMU incarcerated individuals in a highly-controlled environment. This IMU serves the mental health IMU for the state of Washinton.
Twin Rivers Unit consists of four living units with a capacity of 800 inmates. Two of the units are minimum security and the other two are medium security.
