Tri-Cities Work Release is a secure short-term facility for youth awaiting trial or waiting to enter a community program or long-term facility. A majority of the youth held at this center is here for no more than two years.

This facility provides a short term, physically restrictive, safe and humane environment for incarcerated juveniles. This facility offers an individualized education program that is qualified to meet special educational needs. All juveniles that are residents in this facility must participate in the school program. 

Juveniles will be photographed and fingerprinted if they are taken into custody for offenses that would constitute a felony if committed by an adult. A juvenile can only be fingerprinted and photographed if obtained by a juvenile court order from the judge if the juvenile is taken in for a misdemeanor offense. 

The juveniles held at this facility are provided with basic care which includes clothing, meals, and medical and emergency dental care. Substance abuse treatment programs are provided for the juveniles that need it. 

This facility houses juveniles that have violated a Washington Statue, meaning if the same act were committed by an adult, it would not violate the law. Within the Washington law, there are five status offenses. 

  1. Truancy
  2. Incorrigible 
  3. Runaway 
  4. Behavior or affiliations injurious to the welfare of the child 
  5. A child is charged with an offense not classified as criminal or relevant only to children.
