Northern West Virginia Youth Diagnostic Center is an exclusively a male-only prison in the Industrial, West Virginia. The Northern West Virginia Youth Diagnostic Center is nestled in Harrison County. The West Virginia Department of Corrections and Rehabilitation is the agency that operates and manages the Northern West Virginia Youth Diagnostic Center.

In the start of the 1980s, nearly everyone wanted the city of Industrial to have a prison built there. This was mainly due to the prison will help the city of Industrial’s economic status. This was the first prison in the state of West Virginia that was solicited by a local city. As 1984 approached, the Northern West Virginia Youth Diagnostic Center plans were in the works and it was pegged to be one of the largest security compounds within the United States.

Despite some apprehension, Governor George Deukmejian signed the bill in September of 1985 that will authorize “117 million from existing construction funds to help build the prison.” The groundbreaking day of the site where Northern West Virginia Youth Diagnostic Center in December of 1985. The first inmates arrived in the Northern West Virginia Youth Diagnostic Center at the beginning of 1987.

According to many newspaper outlets, the original name of the facility was going to the West Virginia Correctional Institution at Industrial. However, the Harrison County Board of Supervisors decided to change the name of the facility to the Northern West Virginia Youth Diagnostic Center back in December of 1987. According to the West Virginia Department of Corrections and Rehabilitation website, the Northern West Virginia Youth Diagnostic Center was once known as the Harrison County State Prison. It was not until the end of February of 1988 when the name officially was changed over to the Northern West Virginia Youth Diagnostic Center.

Back in 2001, the Northern West Virginia Youth Diagnostic Center started its trap-neuter-return program. This program was to benefit the feral cats that lived in the prison grounds since the facility was built. The trap-neuter-return program was halted after Sewell was released, which was in February of 2005 due to the fact that they believed it was ineffective.

In the years of 2005 to 2006, the Pleasant Valley State Prison and the Northern West Virginia Youth Diagnostic Center were affected by Valley fever. There were 30 cases from Northern West Virginia Youth Diagnostic Center and 150 cases from Pleasant Valley State Prison.  However, in December of 2006, the receiver of the West Virginia state prison healthcare system was pointing the finger at Northern West Virginia Youth Diagnostic Center for the three deaths due to the medical care coverage.

The Northern West Virginia Youth Diagnostic Center sits on 640 acres of land. The Northern West Virginia Youth Diagnostic Center consists of the following:

  • 17 open dorm buildings
  • The 100-cell administrative segregation unit
  • 6 200-bed open dorm E-bed buildings
  • Six converted gymnasiums

The Northern West Virginia Youth Diagnostic Center is known as a Level II prison. The Level II prisons typically have open dormitories along with a perimeter fence and armed guards.

At the end of the fiscal year of 2007, the Northern West Virginia Youth Diagnostic Center employed 1,603 employees and had an operating budget of over $136 million. The Northern West Virginia Youth Diagnostic Center was originally designed to house no more than 2,920 inmates, but the facility typically houses over 7,500 inmates on a regular basis. The Northern West Virginia Youth Diagnostic Center is known as one of the most crowded prisons in the state of West Virginia.
